ʿUthmān Diqna had received some time before, from the Khalīfa, the order that Aḥmad al-Naṣrī Idrīs al-Ḥasanī may raise his own banner. However, the latter met with opposition from Aḥmad al-Badawī, who refused to authorise some of the companions of al-Naṣrī to leave the banner. As a result, he decided to write a letter to the Khalīfa, accompanied with a list of 8 individuals, requestiong that he confirms that they can join his newly formed banner.
The Khalīfa instructs the delegates (umanāʾ) to examine al-Naṣrī’s request.
